fix(sk): 恢复 SKILL.md 到团队版 ( 607445b)

pack 误用源码 SKILL.md.tmpl (中文详细版) 覆盖了分发仓库的英文工作流版,
丢失了 Standard Workflow / Gitee仓库规范 / 错误知识库等内容。
本次只恢复 SKILL.md; 2.3.0 代码更新 (info 字段) 保留。

- info 输出新增「开发包」(packageRef)、「传输请求」(纯只读查 E071)
- 优雅降级: 无请求/查询失败/非独立传输对象, 不中断 info
- bump 2.2.1 -> 2.3.0
- pack 从源码同步 (含 parser/transport 最新代码)

- Added triggers array in YAML frontmatter
- Consolidated command reference into single table
- Consolidated constraints to 6 hard rules (inline)
- Consolidated error patterns to quick-reference table + escape flow
- Removed installation/distribution/prose (belongs in README)
